If you don't come to a complete stop before reaching the stopped car in front of you, chances are very good you will come to a complete stop WHEN you reach that car.

Most of them do not know how to drive.
They somehow faked or cheated somehow to get their driver's licenses. So the rest of us must suffer in (for example) stopped traffic on a four and five lane highway like on route 395.
By the way - when counting the lanes it is the total amount going in both directions - and I-395 is an eight to ten lane highway in most NOVA regions.
And what you are describing is the very normal way we are supposed to 'pace' our driving. You watch down the road. If traffic in front of you is moving slow, then you slow down enough, ahead of time, so as not to have to stop behind slow moving cars ahead of you. Especially on a highway.
It is the same thing ('pacing') with red light intersections. Most idiots want to race from red light to red light. Having to come to a cimplete stop at each and every one. Instead of simply slowing down enough to catch the lights going green. But the idiots - the jackasses - they INSIST. So it ruins your attempt to rightfully try and pace the lights, because they are stopped at them in front of you.
Of course, the lame police will never do anything about it. Even when, in too many instances, the jackasses aggressively driving are speeding to accomplish nothing more than having to come to a complete stop at the next red light.
Can you imagine, collectively, how much fuel and all these clowns waste on a daily basis nationwide? How about worldwide? Probably in the hundreds of millions of U.S. $'s daily.
