It should not take a standardized test to hold teachers and students accountable for learning. In the best world, students should want to learn and teachers should want to teach. If those things are not there, no test in the world is going to make education happen. Anything that happens as a result of external motivation (the "standardized test") does not lead to long term retention of material. If it were that easy, we would be seeing all kinds of great success. We aren't.
The PP mentioned "low average" students as being he beneficiaries of the tests. News flash: the "low average" students are getting screwed the most by the tests. Why? Because time and money are being spent teaching them things that will not help them in the long run. These students are tortured with remediation after remediation in math and English and they are not getting any real vocational skills that may serve them. Even worse, they are not getting any joy out of their schooling.
