Jean R. Packard, First Female Chairman of Fairfax County Board of Supervisors, Dies at Age 91
Jean R. Packard, who was Chairman of the Fairfax County Board of Supervisors from 1972 to 1976, has died at the age of 91.
Packard was elected as chairman on November 7, 1972, in a special election necessitated by the resignation of William S. Hoofnagle on September 18.
She was defeated in her 1975 reelection bid by Springfield Supervisor Jack Herrity.
Her husband was Fred M. Packard, who was the first full-time director of the Fairfax County Park Authority from 1959 to 1962 and who died in 1981.
