Policy-makers in general want to have the best possible numbers to work from. They are the LAST people who would want to see the books being cooked. Let's face a few facts here. Europe has been ravaged by mistaken policies of austerity that rather than restoring economic health, have worsened it. Just as people with more sense than Reinhart and Rogoff had suggested it would. Earlier rounds of ECB stress tests were too spineless and timid. They didn't want to find weakness and what it would imply, so they didn't. Then things that had been certified began to fail. This round of stress tests is supposed to be a confidence-restorer. The fact that some banks will fail the tests and perhaps 8-10% of them will have to top up capital reserves as the result is GOOD economic news. You didn't seem to appreciate the fact.
