Big new building at FAIRFAX CIRCLE?

I began to notice that they are building a quite large structure on the side of fairfax circle where the hot tub store used to be... Does anybody know what it is supposed to be?

I never understood why there was a hot tub store there, but I do remember thinking it looked like a random addition to a house, just hanging out across the street from Ruby Tuesday's.
