The good guys with guns were too scared to go in to confront the bad guy with a gun. They let the bad guy do his thing for about 40 minutes or so before there were enough good guys with guns to unlock the classroom door and kill the guy.

They were waiting for the gunman to run out of ammo. Once the gunman shot all of his ammo into the kids and teachers it was safe for them to go in.
