Wild animals do not know where state borders are. In fact most borders are not even marked at all so there is nothing to stop any animal from roaming from one state to another. The disagreement is whether or not a living and breeding population of animals exists on a permanent basis
There are Mountain Lions in Virginia, as well as Elk and Alligators. The state does not want to acknowledge that there are breeding populations because that would create a lot of red tape for environmental impacts and habitat preservation. So the official government line is that any Mountain Lion you see in Virginia is "just passing through".
They have been living in Fort Valley VA for decades, which is not that far away.

Funny thing is the Mexican health paradox shows that they have less health issues that whites and now shows they are longest living group of Americans. So while fluffy, they must be doing something better than whites that are dying of cancer, diabetes and disease at a rapid rate.
