Actually, it was McDonnell's sleight of hand budget moves (such as stealing from retirement funds), and Republicans stripping out higher ed funding from the budget that is putting the squeeze on VA higher ed.

you know when i "graduated" college the gov rules changed - degrees not training, and past gov jobs, were reqquired to get a job. noting area schools didn't teach the classes yet - i had petitioned to open one and or groups !!! the jobs i had worked so hard for suddenly closed and were available to gov workers only - even though the ones being hired had ZERO experience or training
it was part of Busch's "freeze on hiring" agenda wasn't it ?
i then found out that these gov workers WERE NOT PAYING FOR CLASSES (or paying half, depends when)
i then found out gov quit that, began requiring only "certification", and that gov workers were offering classes to each other and certifying themselves
this while TRULAND ELECTRIC was not allowed to train their workers for free as they had, and were being sued by the USA (DC niggas) commerce dept. for not allowing blacks to work after having failed training exams
