ABOUT FAIRFAX COUNTY GOVERNMENT

The highly rated Fairfax County public school system is one of the largest in Virginia with numerous private school options. The county has an affluent well-educated population with 60% possessing a bachelor’s degree or higher. George Mason University and two campuses of Northern Virginia Community College are located within the county with proximity to over 60 colleges and universities in the Washington, DC metropolitan area.

Fairfax County is home to 11 fortune 500 companies, which is more than 35 U.S. states and the District of Columbia. The county has over 50 square miles of public parkland in which the community enjoys a wide variety of outdoor activities, including biking, hiking, tennis, and golf. A rich cultural location, the County has theater, music, community arts centers and festivals located throughout the county, including Wolf Trap National Park for the Performing Arts.

Fairfax County government is organized under the Urban County Executive form of government. The governing body of the County is the Board of Supervisors, who establishes county government policy, passes resolutions and ordinances (within the limits of its authority established by the Virginia General Assembly), approves the budget, sets local tax rates, approves land use plans, and makes appointments to various positions. View the Board's priorities. The Board of Supervisors is comprised of 10 members: the Chairman, elected at large, and one member from each of the nine supervisor districts.

THE POSITION

The Deputy County Executive is appointed by the Board of Supervisors and reports directly to the County Executive, the chief administrator of the County, both of whom serve at the pleasure of the Board of Supervisors. Specific duties include but are not limited to:


Has responsibility of the county’s public safety programs and provides oversight of the Police Department, Fire and Rescue Department, Department of Public Safety Communications, Office of Emergency Management, Animal Shelter, and the McConnell Public Safety and Transportation Operations Center.
Has a liaison relationship with the Office of the Sheriff, courts and Health Department (for emergency management matters).
Advises the Board of Supervisors and County Executive on initiatives and issues.
Executes the policies established by the Board of Supervisors within assigned departments.
Supervises the function and administration of assigned departments.
Makes regular reports to the County Executive on matters of administration pertaining to assigned departments.
Assists with preparation of annual and carryover budget: reviews departmental budget requests and budget-related matters; reviews budget amendments for justification, fiscal impact, and conformance with applicable policies/procedures; provides comments and makes recommendations to the CEX and BOS as appropriate.
Works with staff to conduct recruitment of department heads and makes appointment recommendations to the County Executive and Board of Supervisors; and ensures personal development through training and attendance at professional meetings and conferences.
Articulates the county's vision in a way that employees of departments within their span of control understand and collaborate to support the County’s values, goals, and strategies. View the county’s Strategic Plan and One Fairfax Initiative here.
Represents the county as an executive management team member to educate the Board of Supervisors, citizens, and public safety partners related to policies and issues, as well as ongoing initiatives. Participates on a variety of boards, commissions, and committees; serves as the county’s representative to committees and community organizations concerned with improvements in public safety and departmental public relations. Attends work groups, public meetings, hearings, conferences, committee meetings, and Board of Supervisor meetings.
Maintains various external relationships with public safety professional groups as a leader in local government, representing the county on a range of task forces related to local, state, and national public safety.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: graduation from an accredited college or university with a bachelor's degree in public administration, business administration, or a closely related field; plus eight years of progressively responsible managerial experience in a large local government or the private sector, to include at least five years of experience at the senior or department director level.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:

Education equivalent to completion of a master's degree program with major course work in public administration, business administration or related field.
Extensive public administration experience in an administrative or operational capacity, specifically a broad background in managing complex organizations as well as extensive, in-depth executive-level experience directing county, city or public safety operations.
Demonstrated ability to direct a large organization and its staff with integrity in the face of pressure and adversity.
Demonstrated political sensitivity in dealing with elected officials, community, staff, and media.
Ability to create and maintain a work environment that is respectful and accepting of diverse opinions and recognizes leadership from every chair.
Experience with strategic leadership and working in a large, integrated, multi-agency and multi-disciplinary services system.
Leadership characterized by unwavering integrity in the execution of strategic plans that impact diverse programs, services, and public policy in an often-challenging political environment.
Experience with managing multiple and complex funding streams, budgets, and agreements in the public sector.
Excellent personnel management and interpersonal skills with the ability to build and lead effective teams.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and credit check.
This position is classified as emergency services personnel. The appointee is required to report to work during times of inclement weather or other emergencies. Willingness to work extended hours to cover evening and weekend committees and events. On-call for emergencies after hours, weekends, and holidays as needed.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PHYSICAL REQUIREMENTS:
Duties are generally sedentary; ability to effectively communicate with others both in person and in writing; ability to use keyboard. All duties performed with or without reasonable accommodations.
