Why did two Fairfax Supervisors vote against widening Route 66?

Supervisors Catherine M. Hudgins (D-Hunter Mill) and Linda Q. Smyth (D-Providence), voted against widening I-66. Can anyone here explain why? Were they just trying to please the Arlington contingent on the NVTA?

Apparently this was a power play with VDOT over some study that hadn't been completed. The votes were consistent with a prior FFX Board policy on that study.

The full BOS reversed the vote at the next BOS mtg and Hudgins and Smith will vote to reconsidered at the next NVTA mtg.
