Black gentleman, dressed as an engineer, wearing a hardhat, holding a sign always looking for work, periodically over the last 5 years around Merrifield.... what gives?

That idiot was a long term resident of Cube smart storage @ 2950 Gallows rd. Tons of homeless people live in their storage units. It's bigger than most apartment buildings and they go next door for used flea ridden clothes at Unique.
