That URL doesn't look like Argentina to me (I think they are .ar). It DOES look like one of those Search Engine Optimization scammers. Anytime I see SEO, I am pretty sure there is a crook hiding behind it.

.ga is the code for Gabon. And searching for seotest.ga in Google, I come up with links to other government sites outside of VA. I'm pretty sure this is an SEO spammer/scammer.
