The record flood of Central American children crossing the U.S. border is stretching funds and setting off improvisation at public schools.

While politicians spend the summer fighting over how to turn back the tide, school leaders across the country are struggling to absorb a new student population the size of Newark, New Jersey. More than 40,000 children, many of them fresh from violent, harrowing journeys, have been released since October to stateside relatives as courts process their cases.

"These kids were homesick and heartbroken," said Robin Hamby, a family specialist for Fairfax County Public Schools in suburban Washington, which began feeling the surge almost as soon as it began three years ago.

Her Virginia district employs more teachers who work with non-English speakers than ever, and wrote a curriculum to reunite children and parents, many of whom haven't seen one another in years. Houston is increasing training and translation. Los Angeles nurses are working overtime to screen for emotional trauma created on the journey north.

I think Asians basically like mostly Asian communities (Annandale) or intermingling with Whites and moving closer to them. A lot though live in mixed neighborhoods. If you do see an Asian family living in a huge house they are typically living with their whole family even the grandma.

We need people who pay taxes and not people who don't. It's not going to get any better with the baby boom retiring and paying less in taxes (unless we get more higher paying jobs in the economy). The retirees will leave the area and will be replaced with people who need more local (ie. school) services. Many of those replacements look like immigrants. This could be wonderful, but it sounds somewhat unbalanced in the near term.

What cost them money was the Great Recession and the property values went down because many of the houses there were sold to Hispanics who got the liars' loans and didn't know what they were doing (basically they got duped by lenders). What happened is that the native population got upset about the reduced values caused by the funky loans and blamed the illegals for the problems. That is probably not fair, but the legal hispanics don't have any problem there. Nobody is trying to kick out legal immigrants and there are plenty of them in PWC and they have no reason to leave. Many are US citizens. They can go anywhere as this is their country. It's more economical to live down there. Bottom line.

Therefore, they do, as the article goes on to explain, receive Medicaid funding. Specifically, Medicaid program funding which is not structured as 'insurance' but rather specifically as reimbursement where insurance is not present.

And if you'd read beyond the first paragraph you'd have come to another which explains that:

With 36,000+ Fairfax students in FCPS, the Medicaid question doesn't really matter. The cost for students who are ESL and free/reduced = huge.

Study harder. The meals tax is a revenue measure already adopted in 39 cities, 47 counties, and at least 104 towns within the Commonwealth. These include all of Vienna, Herndon, Fairfax, Falls Church, Arlington, Manassas, and Manassas Park. The Board of Supervisors recently asked a panel to review prospects for adopting a county-level meals tax. But the final decision was not to proceed at this time.

FCPS is meanwhile all but entirely dependent upon the Board of Supervisors for the adequacy of its annual funding. This year as in others, the Board chose to meet its needs by undercutting schools and school programs. An independent taxing authority would be well invested in FCPS. Schools are the largest part of the county budget, but they and the children they serve and educate get shafted for unrelated political reasons under the present setup. Let the educators make taxing decisions re education and let the Board spend more time figuring out how best to deal with storm-water runoff.

There is no way the ESOL people are paying their own way in taxes for the resources they are using within the county. ESOL costs the county over 150% above what a normal student costs.

So that means every time a poor (mostly Hispanic) immigrant moves to Fairfax thats an additional drain on the system. Over the longterm this is not sustainable and we are beginning to see the effects of this situation.

FCPS is NOT underfunded. FCPS needs to learn how to better manage the resources it has instead of wanting more. Guess what they will always want more.

There are two types of immigrants to FFX County. One type is highly educated and has an H1B1 visa or is a doctor, etc. That type is paying taxes and is not a drain on the county. That type may even have children at TJ and has focused on educating their child. That type is here legally for sure. There are also others here legally who are working in service or construction and whose children have received a good foundation for learning. They do not require remedial education and chances are they do not need free lunch, etc.

Then there are those who are here illegally. I think this post is about those people (as the thread title indicates). If this category were to be taken as a separate category of immigrants, then yes, they are probably not paying enough taxes to take care of their expenses to other taxpayers here (and they probably won't over the long term either). And, yes, our native born high school drop outs probably don't take care of their own taxpayer provided support through our taxes either. The question is: which type are on our border right now and do we need more high school drop outs in the economy? It is possible that we do. We need to think about that in terms of the jobs available in FFX County and in terms of the needs that these children will present to our schools and how much our citizens are willing to pay in taxes. Right now it's not looking too good. It's all about balancing these things. You can state that people are being racist, but people may also worry about their taxes (and that is a legitimate thing for them to be concerned about). If people who are working (like the man above who pays 5K in RE taxes, but has his kids at O'Connell) leave this county, that is a problem. The meals tax could bring in some more money, but that's a drop in the bucket compared to what will be needed (at least according to what we are told is needed).

Lots of kids or none. We all pitch in and we all benefit. That's the way many things work in a society. You should go back and reread your basic membership packet materials.

Learn some history. It was of course much higher earlier on, but we are just now approaching the 13-15% level of foreign-born in the US population that was the norm between the Civil War and WWI. That war plus the Great Depression, WWII, and the Cold War made travel in general difficult and reduced emigration around the globe. By 1970, the foreign-born had reached an all-time low of 4.7% of the US population. It has been rising ever since. We are presently well past the 12% level and approaching 13%. The inescapable waves of immigration that will accompany the retirement of the baby boomers will push us higher still. Be ready for it.

As for the institution of public welfare programs, that came about for one and only one reason: private institutions proved themselves to be totally and woefully INADEQUATE to the task. They still are. Go out and ask the field directors of some supposedly private charities (most of them receive major funding from the public sector, you know) whether the government should increase or decrease its role in their areas. No matter where you go or whom you talk to, you will receive one and only one answer. You already know what it is.
