A novel that takes place inside a Department of Motor Vehicles office sounds pretty boring.

The DMV is a lot better than it used to be and most stuff can now be done online. But I don't see how you get 250 pages out of that. Even taking the DMV "area" into account would only add a bunch of parking places. Not interesting.
