A message to our Customers and Industry Partners,

As the COVID-19 outbreak continues in Virginia and across the nation, the health and safety of our extended community continues to be our top priority. We’ve seen more than 28,000 views of our webpage addressing this virus, and we will continue to share regular business updates here. Our Media Room page also has links to our current news releases we issued.

I’ve been meeting daily with ABC executive leaders, directors and other key managers to stay on top of this fast-changing issue. Across the commonwealth, ABC employees continue to show up to work to keep our business in operation. Because of this dedication, our warehouse is functioning and our stores remain open.

Many of you are likely aware of the coronavirus outbreak and two subsequent deaths in the Peninsula Health District. Beginning March 20, we will reduce business hours of 24 stores in this area in an effort to limit the possibility of community spread of the virus. This includes stores located in the cities of Hampton, Newport News, Poquoson and Williamsburg, and the counties of James City and York. We limited public access to our Hampton Regional Enforcement Office until further notice effective March 16.

Starting Friday, these peninsula area stores will be open from noon until 7 p.m., seven days a week, until further notice. Our Retail Division will increase staffing at these stores to offset those employees whose hours may be affected and to ensure stores are prepared to assist customers and licensed businesses during these limited hours. We will evaluate adjusting business hours at other stores should this become necessary.

The law creating the Virginia Alcoholic Beverage Control Authority deems the exercise of our powers and duties as the performance of an essential governmental function and a matter of public necessity. Our operation impacts citizens throughout the commonwealth and many businesses in the hospitality industry. This status means as long as it is safe for our employees and customers, we are to remain open in some fashion.

Our in-store tasting events and on-site RSVP and MART trainings remain cancelled until further notice. Scheduled informal conferences for licensees with violations continue to take place as scheduled via teleconference, but hearings will be postponed. All application hearings that are currently scheduled will occur.

We continue to update our website with current information on modified regulations we’ve enacted as a result of COVID-19. The temporary changes we’ve made to our existing regulations ease delivery criteria, among other things, for manufacturers, wholesalers, distilleries and others. We continue to issue licenses. Individuals and businesses applying for banquet licenses are strongly encouraged to complete the application online to expedite timely processing.

To date, no one at Virginia ABC has been diagnosed with COVID-19, but the coronavirus is impacting all of us. We know we’re in for a marathon, and according to what we’re learning on a state and national level, things will probably get worse before they get better.

We ask that our licensees and customers aid in following Governor Northam’s recommendation to avoid gatherings of more than 10 people and limit visits to ABC stores. Customers can reduce time spent in stores by shopping online at www.abc.virginia.gov. After placing an order, customers can pick up their purchases at their selected store.

We are depending on everyone to get through this crisis together. Practice social distancing. Self-quarantine if you’re 65 years of age and older and keep gatherings to 10 or fewer people to limit the possible exposure to the virus.

Isn't against the law to horde liquor? Everclear 190 proof has medicinal value and you need a special certificate to get it from a VABC.

While I'm here and bored LOL--

What's your fave hangover remedy?

For me? I make sure to take a pepcid before i start drinking (I get heartburn EZ) make sure i have at least water to chase if not Pedialyte or Gatorade G2 (less calories) and smoke a fat ass bowl as soon as i wake up and if i can go outside I'm off to the local diner/mcd's drive thru for a greasy ass breakfast if not i crawl to my kitchen and have one of the noodle bowls you see the amigos at the 711 eating at 6am with coffee on the way to their construction jobs you know what I am talking about LMAO.

A message to our Customers and Industry Partners,

ABC continues to actively monitor the COVID-19 situation and we’re adjusting our business practices to reflect the needs­­­­ of our customers and partners. On March 12, Governor Northam issued Executive Order (EO) 51, declaring a State of Emergency in Virginia due to the coronavirus (COVID-19) pandemic.

EO 51 authorized us to modify existing ABC regulations for the duration of the order. Our Bureau of Law Enforcement responded immediately by relaxing several licensing regulations to make it easier for businesses with ABC licenses to stay in business.

These adjustments include

· Allowing businesses with strictly on-premise privileges (restaurants, eat-in establishments) to exercise off-premise privileges such as allowing the sale of wine or beer in sealed containers for curbside pickup in a designated area (parking lot, etc.), and delivery of those products to customers’ homes without needing a delivery permit.

· Allowing licensees with off-premise privileges, including breweries, farm wineries and wineries to sell products for curbside pickup in a designated area or deliveries to customers’ homes without obtaining an additional delivery permit.

· Allowing distillery stores to deliver products to customers seated in their vehicle on the premises or in the parking lot of the distillery.

· Allowing third-party delivery services to deliver wine or beer on behalf of these ABC-licensed businesses that have a written contract specifying the terms.

ABC previously waived the requirement for a signature on deliveries between wholesale and retail licensees, and between retail licensees (under delivery permit) and their customers.

These changes and any other adjustments added will remain in effect so long as Executive Order 51 remains applicable or by extension granted by ABC.

As I’ve said before, the health and safety of our extended community continues to be our top priority, and we’re taking every action we can to help our industry partners stay safely in business. I still meet daily with ABC executive leaders, directors and other key managers. Our employees continue to show up to work to keep our business in operation. Our warehouse is functioning and our stores remain open.

We continue to update our website with current information about this situation. We’ve seen more than 50,000 views of our webpage addressing this virus in less than a week which tells me that many people are finding our information useful. I encourage you to also check our Media Room page for links to ABC’s current news releases.

To date, no Virginia ABC employees have been diagnosed with COVID-19. Yesterday, we learned that the roommate of an employee at Richmond Store 182 tested positive for COVID-19. In an abundance of caution, we closed this store for an expected two weeks so that it may be professionally cleaned. Even though no ABC employees have tested positive for the virus, we have asked employees at this store to self-quarantine for two weeks for the safety of our employees and customers.

We continue to monitor information coming from the Centers for Disease Control, the Virginia Department of Health and Governor Northam’s office regarding COVID-19. Future decisions related to ABC store operations will be made with guidance from these official sources and implemented on a case-by-case basis.

Please continue to practice social distancing. Self-quarantine if you’re 65 years of age and older and keep gatherings to 10 or fewer people to limit the possible exposure to the virus.

Gerrymanderer2 (G2, the OP original poster or spammer just above, perhaps both) posts several lies on ffu daily - many think he's a fx co gov worker who is getting paid to do it for false DNC democrat "advertising". He floods ffu with useless posts to bump down major news, demoralize americans. G2 posts fecal matter, mutilated bodies, child porn, foreign drug ads and sneaker ads, tells people to kill themselves and government should seize them and put them on psych pills in prison without a trial - decided by DNC democrats gov workers, promotes kangaroo courthouse trials, gives anti-religious rants, gives satanic ritual rants, posts black males with large dicks on white young females, portends white low birth rate and fall of USA whites, suggestive of food tampering/poisoning to solve the white problem, and anything possible to demoralize any americans on ffu - all of which are fake news he never responds to proofs it is fake. A message to customers and industry partners,

Virginia ABC continues its vigilance to ensure the health and safety of our employees, customers and industry partners as together we strive to address the impact of the COVID-19 outbreak in Virginia and across the nation. Governor Northam has deemed Virginia ABC one of the commonwealth’s essential services, and around the state dedicated ABC employees continue to show up to work to keep our business in operation.

While the retail stores will remain open for as long as we can safely do so, Virginia ABC will reduce all store hours statewide starting Friday, March 27. Like the adjusted store hours already in place for 24 Virginia ABC retail outlets in the cities of Hampton, Newport News, Poquoson and Williamsburg, and the counties of James City and York, ABC’s remaining 364 stores across the commonwealth will be open from noon to 7 p.m., seven days a week.

Given the expanding nature of the coronavirus to other areas of the commonwealth, after consulting with the Virginia Department of Health, we believe these adjustments to our business practices will reinforce measures already in place to keep everyone safe and mitigate the impact of this virus on our employees and customers.

Reducing the time the stores will be open to customers allows staff time to stock shelves, as well as clean and thoroughly disinfect store surfaces to protect employees and customers. Additionally, the limited operating hours enable more flexibility in staffing.

On March 19, in an abundance of caution, ABC closed its store located at 1217 West Broad Street in downtown Richmond, after the roommate of an employee tested positive for COVID-19. Both remain at home in quarantine. The store will be closed for an expected two weeks. During that time, the store will undergo a thorough deep cleaning and sanitization. The remaining employees at this store have been asked to self-quarantine for two weeks. To date, no ABC employees have tested positive for COVID-19.

Effective March 20, businesses with strictly on-premise privileges (restaurants, eat-in establishments) were, through regulatory guidance enabled by Executive Order 51, allowed to exercise off-premise privileges. These privileges include the sale of wine or beer in sealed containers for curbside pickup in a designated area (parking lot, etc.), and delivery of those products to customers’ homes without needing a delivery permit. In order for licensed businesses to use this feature, both curbside pickup and delivery must be facilitated by a customer’s electronic order either online, over the phone or through an app.

Additionally, licensees with off-premise privileges, including breweries, farm wineries and wineries as well as distilleries operating a distillery store under an agreement with Virginia ABC, may sell products for curbside pickup in a designated area or deliveries to customers’ homes without obtaining an additional delivery permit.

Licensees may also use third-party delivery services to deliver wine or beer on their behalf, but must have a written contract with the vendor specifying terms. In response to the Governor’s Executive Orders 51 and 53, ABC has recently issued a number of guidance documents that relaxes some of the requirements around the delivery of alcoholic beverages. Delivery is a concept that must be accomplished by the licensee, its principals or employees, or a third party that has entered into a written agreement as an agent of the licensee (examples include Doordash, Instacart, Grubhub). Delivery may only be made to Virginia residents and has volume limits (no more than four cases of beer or wine per delivery) and other safeguards to insure that underage or other ineligible persons do not receive alcoholic products.

ABC has not modified permits for the shipping of alcohol as a result of the recent Executive Orders. All previous limitations around shipping remain in place. Shipping is distinguished from delivering in that it involves use of an approved common carrier (FedEx and UPS are currently approved) to ship alcoholic beverages to consumers. Safeguards are in place to insure that only eligible people receive alcoholic beverages and proper sales and excise taxes are collected.

ABC has also waived the requirement for a signature on deliveries between wholesale and retail licensees, and between retail licensees (under delivery permit) and their customers. ID verification, reporting requirements and other parameters must still be followed.

These regulation changes and any other adjustments added will remain in effect so long as the executive order remains applicable or by extension granted by ABC.

We continue to issue licenses. Individuals and businesses applying for banquet licenses are strongly encouraged to complete the application online to expedite timely processing. We ask that our licensees and customers aid in following Governor Northam’s recommendation to avoid gatherings of more than 10 people and limit visits to ABC stores.
