FCPS-Cenergistic contract

Anybody familiar with the FCPS-Cenergistic contract situation?

Supposedly-

11/2013- an unknown FCPS staff member pushed a contract through the School Board to direct Assistant Sup for Facilities (Jeff Platenburg) to negotiate a contract with Cenergistic. This was signed in Dec 2013 and work began in Feb 2014. Platenburg came to FCPS from Loudoun schools, where he also signed a contract with Cenergistic several years ago. They were to advise the school system on energy savings. There is an unconfirmed rumor Platenburg is related to somebody at Cenergistic (please note- this is only a rumor).

This was a no-bid, sole source contract with an estimated value of $18 million over 5 years. This was calculated based on estimated energy savings (Cenergistic's contracts typically read that they keep 50% of the actual energy savings realized). Dr. Garza estimated energy savings of $73 million over 10 years, so that would be about $36 million over five years, with half going to Cenergistic as per the contract.

Cenergistic seems to focus on school boards. Several are trying to get out of their contracts and paying large termination fees due to problems. Some of them are in Virginia. The Massachusetts Attorney General sent out a warning to school districts in Massachusetts warning them about energy savings consultants reminding them to read and understand their contracts because there were so many problems in Mass with these types of contracts.

Was this done jointly with Prince William County and thus they were able to skip competitive bids? Anybody familiar with Virginia Code on this?

Contact FCPS' head of contracts, Roger Ball.

He's not all that responsive, so you have to keep on him. His email is rlball@fcps.edu.

He would have to sign off on any sole source contract. Also, for sole source contracts over a certain value, the school board has to sign off. It is election time, hit up your school board person and the three at large members.

The three at large members are not responsive unless you are a celebrity offering a selfie (McElveen) or you speak Korean (Moon).

Not exactly. The wording just has to be such that the contract was drawn up "on behalf of other public bodies".

This is on top of the other information that has been discovered about Cenergistic in which school officials in other states have been found to receive kickbacks from the company. Apparently Bob Williams of Lakeland, Florida received over $70,000 from Energy Education Inc. (now Cenergistic). Another school officialresigned after recommending Cenergistic (when still doing business as Energy Education Inc.) without bothering to notify the school board that she had actually consulted for the company.

this is an interesting read - turns out they are purchasing a computer program. Hot dog, they are so totally amazing with computers. I think the bus routing program sat for 10 years before they installed it.

The introduction of Cenergistic was a slap in the face for FCPS' Office of Facilities Management. The school board and superintendents office effectively castrated OFM's ability to properly staff its Energy Management department and reduced any authority they had over the individual schools' admin staff to set Heating and AC schedules. The actions prevented work with associated in house tradespersons to locate and resolve EMS issues which worsened through short staffing across related trades in OFM resulting in preventive maintenance being put off.

The issue was not created by Jeff Platenberg and Dr. Garza but they certainly did not embrace OFM and give them the resources and authority to fix the deficiencies which were created by those prior in their positions.

FCPS Saves $4.5 Million Through Energy Conservation

Fairfax County Public Schools (FCPS) has realized $4.5 million in energy savings as a result of the Cenergistic energy conservation and management program, which began in February 2014. This effort began as one of many throughout FCPS to reduce operating costs and increase efficiency. The school district has also earned the Environmental Protection Agency’s (EPA) Energy Star Certification for 146 buildings, and has the highest number of Energy Star-certified buildings in the country.

“This recognition translates into real savings for Fairfax County Public Schools and the citizens of Fairfax County,” said Superintendent Karen K. Garza. “Our energy conservation efforts are saving taxpayer dollars while helping protect the local environment. By our actions, we are demonstrating to students the importance of being good stewards of the environment as well as of the public funds entrusted to us. By seeing energy conservation at school, students learn the importance of preserving natural resources and are motivated to instigate these practices in their own lives. And we are proud our energy saving success is being recognized by the EPA.”

Energy Star is certified by a third party engineer; FCPS was found to fall in the top 25 percent nationwide of organizations with efficient buildings in energy use in its peer group of buildings.

FCPS established the program in 2014 to implement conservation procedures in all facilities. A group of 10 Cenergistic specialists conduct energy audits to ensure student and teacher comfort and that energy is only used as necessary. The specialists are continuing to analyze energy use at different times of the day and night to ensure that energy saving practices are working optimally, that equipment is operating properly, and to motivate employees to follow the program’s guidelines. Included in the analyses are heating and air conditioning systems, ventilation rates, periods of occupancy, humidity, transition to unoccupied buildings, and circulation pumps. Energy consumption is tracked using EnergyCAP, an independent, third party energy-accounting software.

all savings are determined by their "third party" program (it has never been third party reviewed and is supposedly patent-pending - if patent-pending then it can be viewed as they have to explain how it works) that is used to generate invoices after that data is entered into EnergyCap - only about $89,100 of energy savings after paying them $1.8M to date was realized - that's from the energy bills.

Their contract says "the savings" generated will provide the OFM with more money for personnel and equipment upgrade. Since it is not "real" money this part of the contract is meaningless.

FCPS used Prince William contract and modified it for FCPS purposes. FCPS was savings 17% per year in energy savings while increasing square footage and population....very impressive, considering the antiquated age of the EMS that are out there. its akin to running IT on DOS.... the cenergisitic money could have been used to replace/upgrade these systems and save real energy - not hiring non-technical (in HVAC and EM) ti run around and generate work orders based on lack of experience and "hearing" things running...etc. its all nonsense

This is what happens when decision makers who know nothing about energy management sign the deal. Saving energy means just that. It means reducing kWh, ccf,mbtu,and Kgal. The cost of energy fluctuates and is out of the energy managers hands. True energy reductions are measured in consumption. Where is the energy consumption numbers? This claim of 4.5 million dollars is bogus. FCPS bought into the snake oil Cenergistics was selling.

Yes, it does, up to the first $20 million of potentially unsustainable "savings." FCPS could have turned down the heat in the winter and used less air conditioning in the warm months without paying all that money to Cenergistic.

This dubious contract resulted in stifling hot or freezing schools due to a stupid mandate that heating and cooling be on or off depending on an arbitrary time of day. So during sweltering hot seasons they allow the schools to heat up, especially over the weekends, and students and employees suffer until the "chillers" kick in, generally around 9-10 am. Same with heat. Of course their time frames do not take into account night crew custodians who work in sweltering heat, or to groups who hire the school after hours. Individual schools have to alert the central czar about events such as plays and dances to grant an exception. The FCPS administrator in charge of ensuring all are in compliance regularly sends out mandates to unplug devices over the vacations or summer or else they will come around and cut power cords. This includes refrigerators and water coolers. It is stupidity at its best and another example of FCPS outsourcing common sense.

As I have no other means to communicate with anonymous posters on this site or public in general, I wanted to share the detail from my inquiry to the School Board. Although there is nothing definitive or conclusive at this time, I do find that further investigation may be necessary. Upon searching BoardDocs, there have been awards of contract approved by the School Board for renovations, chillers, cooling towers, new roofs, and automatic temperature control systems that may have influenced the results, especially if one looks at the cost saving percentage versus just cost savings.

Come on...nice work, but put the pieces together. Why would there be negative savings. Because there system doesn't work. Oh yeah and the top 2 schools were renovated right before they showed up. Case closed. Looks like taxpayers getting schooled all right.

I was playing tennis on the Kilmer MS tennis courts at 7:55am today, July 26, 2016, a Tuesday, in the midst of a record setting heat wave. My son and I decided to play before his summer school FCPS bus came (he has autism) since it is too hot to play after school.

But the NOISE was crazy on the tennis courts emitting primarily from the surrounding empty trailers' AC units. At first, feeling like the Grinch, I tried to ignore but I could not even hear what my son was saying to me as he stood at the net and shouted to me as I at the opposite baseline, then I became outraged at the source of the noise pollution which represents expensive and unecessary environmental pollution too.

1) the TRAILERS A/C units were running full blast THE ENTIRE hour we played. I hope they have not been running non-stop since school ended in June. I looked in the windows. The trailers looked closed for the summer, chairs were stacked and equipment was covered with trash bags.

2) the other source of the noise was 2 riding lawn mowers, mowing the very large soccer fields that did not need mowing. Mostly dust and only a small amount of grass clouded up as they patiently mowed acres and acres of brownish/dry grass.

I put in a call to maintenance offices of FCPS to investigate WHY these obvious energy inefficiencies were occuring and was told "maybe they forgot to turn them off, or sometimes they let AC run for about a week after they clean so it clears out the moisture so mold doesn't form." Seriously?
A _week_ of unnecessary full blast AC is needed to dry out a wet mop? How about using a dry mop since dust is going to form over the summer anyway. Or how about in this heat it just DRYS without the help of AC, like our wet bathing suits dryout in a hot car.


Another possible explanation: "Sometimes they store equipment in those trailers because it is easier to keep the trailers cool than the large buildings." Which would make sense except the large building, the entire MS is also being cooled as it hosts Kilmer Center (special needs) all summer except for a 2 week shutdown at end of Aug. before school starts.

To be continued. Very discouraging to see this obvious waste of energy/$$$$ for AC and gas for those riding lawn mowers...wastefulness I hope is not being repeated at thousands of other FCPS fields and trailers throughout the summer.

Anyway, I made a complaint/inquiry and now I look forward to getting a call back from "the energy consultants."

Am I the only one outraged? I didn't even know FCPS had hired an energy consultant, clearly there is still room for improvement and common sense of having an on/off switch for the trailer AC units when they are not needed to extend their life and stop the noise pollution and energy wastefulness.

So the hired consultant gets half the "savings" when FCPS /taxpayers are the ones who buy /invest in new, more energy efficient equipment? You don't need a consultant to tell you that new units burn less electricity /are more efficient than old worn out ones.

This is so depressing. Who made the "cost estimates" and why is the variance from acutal attributed to _consultants_ "savings" if expensive, new equipment was required to realize the "savings" and when it is negative, meaning higher than the estimates-- Is that deducted from what the consultant claim are savings they "created".

Consultants are almost always a ripoff/ copout way to make decisions

While also distressed about how much trailer air conditioning is kept running, there is a painful element that makes it required: dehumidification to avoid mold/such growth. To keep the trailers from becoming true health hazards, the humidity levels need to be kept under control. The only pact that Facilities has for doing this -- at this time -- is to run the air conditioning units. As the temperature and humidity levels increase, this means ever more electricity for the harder working HVAC units. If (okay Cenergistics, where are you) there were dehumifiers added to the system, the AC could be set much higher (or even off with fans running a few hours / day to keep air from becoming too stale) without having the mold growth risk.

FCPS will continue to waste money on things like this and spending $80,000 a month on travel.

FCPS will not deal with the trailers, teacher pay, and falling test scores. FCPS has become a source of do-nothing, high paying jobs for the likes of Garza, Lockard, Zuluaga and Atwater. As the cases of Storck and Smith show, the school board is a stepping stone to higher office-not an opportunity to serve the students.

So glad you know it all. AC was turned down at our school over the summer to save money and now the school is crawling with mold. Mold remediation, replacing upholstered surfaces, HVAC cleaning. Yup, so totally cheaper than turning off HVAC during summer.

Stop playing tennis and start doing something to help FCPS schools.

FCPS is all about a few people who are in charge (school board, admins). This Cenergistic contract must "have something in it for someone" or they would not have done it. Of course, this contract has nothing to do with tbe kids, just as renaming JEB Stuart, hiring Menville "Flip" Flippen and paying the basketball coach from MINDS to teach meditation have nothing to do with the kids.

The low or negative #s in the list above are probably schools that either just finished up a renovation or are waiting to be renovated. The newly updated / renovated schools are brought on line as they are commissioned. This is generally after a series of inspections and tests of the new systems, making the necessary adjustments and getting the system ready to be turned over to OFM.

The schools that have not yet been renovated have out dated temperature control systems that cannot be monitored by Cenergistic software. When these buildings are renovated they will be brought up to snuff.

HVAC equipment replacement was problematic because the new air handlers had to fit the existing curbs and utilize the existing controls which was impractical. The systems had become obsolete as advances in efficiency of the new equipment were developed so the practical thing to do was wait for the buildings to be renovated and systems replaced with new updated equipment. Even through the renovation cycle heating and cooling equipment was improved so as to do away with chillers, boilers, air handlers and roof top units. This still means that there are several different types of systems in place that Cenergistics has to monitor and control.

Something to do with Tommy Meier (brother of Jamie Meier) both FCPS principals at one point...one still is. Word is, both were rumored to be defendents in a law suit for selling fake beach front property in the Carolinas or some scam. FCPS IS AN INCRSTIOUS MESS. Rumor also has it that Mark Greenfelder had a consulting business with Kim Dockerty and Dan Parris...something with Dan Mulligan...on FCPS TIME AND DIME AND GARZA FOUND OUT.
