This is getting to be a real hassle.

I have a bill collector calling me for a $45 old Comcast debt I DO NOT OWE and I have the cancelled checks and a statement from Comcast proving it.

I already got their address, mailed a cease and desist "Contact me via US Mail Only" and yet every day like clockwork, my phone rings with another local phone number, making me think it's a client, so I tend to answer (I also field business calls on this number) so I dont miss any business. Every time I pick up I get the "this call may be recorded" then music plays and it says "please hold for the next available agent" and I hang up.

This is getting old, literally every other day its a different phone number they are calling from- and I can't NOT answer it! I have the android app which shows me who's calling but it comes back as a blank #. Even googling it doesn't show anything, I wont know who it is unless I call it back.

Anything I can do here short of changing my number??

You could find out from Comcast who does their debt collecting.
Harassing debt collection calls can net you $1,000. That is what the debt collector could be charged for harassment, even if you did owe. Possibly you could make the claim against Comcast too. The number spoofing makes me suspect that they consistently harass. Comcast would know who does their collections. You have to document everything about the call, and a recording would be a plus (provided your in Va or another state that allows just one party to know of a recording).

Do three things:

1) File a complaint with the Better Business Bureau. No, they can't do much, but there will be a record of your complaint, the the collection agency's response (or lack thereof) on the BBB site. Some businesses pay attention to the BBB, others do not.

2) File a complaint with the CFPB. That's a regulatory body, the collection agency HAS to respond to them.

3) Sue them in small claims court-make sure you serve them at their registered agent. You can also try a consumer law firm-Matt Erasquin in Alexandria takes cases like this sometimes.

I've done all three. Over the years, I've collected a couple thousand dollars from collection agencies going after a guy in Florida with the same name.

Try signing up for NoMoRobo (nomorobo dot com). It's cut the number of autodialled telemarketing calls I get to virtually zero -- maybe one's gotten through in the past month. It costs nothing and starts working immediately.

again full of crap, since you failed to follow normal procedure (filing in writing within 30 days), you cannot "go to court" because you failed to notify them in writing that your disputing the debt

Well, when you don't pay off what you owe you need to be ready for consequences. This exact situation is a bit ridiculous but generally speaking, managing your debt properly is really important. Sadly, most people just can't do that. And I am glad that Personal Debt Collection exist because otherwise I won't be able to collect money from a few of my friends who borrwers some money from me and somehow thought that if we are friends, they just don't need to get the money back.
