As for the OP, neither Article 3 nor Article 4 of the Constitution apply to impeachment. Impeachment is governed by Article 1. Article 1, section 2 "The House of Representatives shall choose their speaker and other officers; and shall have the sole power of impeachment." Gerald Ford "an impeachable offense is whatever a majority of the House of Representatives considers [it] to be at a given moment in history". And from Richard Nixon in 1970 "The power of impeachment is, of course, solely entrusted by the Constitution to the House of Representatives." Any good lawyer would know these. So is Mr. Levin not a good lawyer, or does he see money in it for him by not telling you them?
