Several local residents notified Vienna police the morning of June 12 that an older man had been taking pictures of their children at play in Meadow Lane Park, 501 Meadow Lane, S.W.

A Vienna police officer responded and observed a person who matched the description of the man who had been taking the pictures, leaving the park on his bicycle.

A Vienna police officer contacted the man, who said he had taken pictures of the children but deleted them at their parents’ request. He also stated he “loves taking pictures,” but would ask permission from parents before taking photos in the future, police said.

Police informed the parents that although the activity was suspicious, there was no violation of the law. Authorities also informed them they should contact police if they felt there was someone acting suspiciously around their children, police said.

Everyone has the right to shoot pictures in a public space. People in a public space have no right to expect that they will not be photographed. If however the subject of a photograph becomes an individual rather than the broader scene at large, that individual becomes a model and a signed release form should be obtained. Does not apply of course to traffic cams, ATM cams, and other such security devices.

Even in a Chicken Little society that has been trained to be afraid of everything, those who observe behaviors that they genuinely believe to be suspicious should contact authorities. Nearly all will turn out to be nothing. But one may not.

As a parent I'm weirded out by people who take pictures of kids at playgrounds. If anything, ask permission if its okay to, if anything just as a courtesy.

its a lose lose for photographers. Its completely legal to take pics of kids or anyone in public but that doesnt mean much if everyone thinks you are a perv. I lived across the street from a school; one day 6 fire trucks showed up and I took 2 pictures from the walk in front of my own house and the admin hens came over and told me I couldnt take pictures of kids (from my own front yard no less). I didnt argue and I made sure they saw me erase them from my phone. Funny thing is my kids both attended the school and I was on the pta board.

anyone has to realize in this day and age that an old dude rolling up to a playground where there are little kids as well as older kids playing and taking pictures is not acceptable to most people. if it was innocent in nature, still probably not a good idea.

Something like this happened in South County awhile back - some neighborhood wanted to lynch some old man just cause he was watching kids. Now, that was a nuts situation cause it kept going ON and ON and ON with the parents thinking all this bullcrap even AFTER the cops came, checked the dude out, I.D.'d and okay'd him. And that dude was just chilling out, not taking pics or anything.

This sounds like a one-and-done type incident, however. Either way, bottom line is parents gonna freak about their kids. That's basic It's Human Psych 101. And if you take pics of peoples' kids without permission, you may cause drama. No biggie if the cops come and check out everything. That's what you are SUPPOSED to do as a parent - check shit out if you think something's up.

To the children whose parents reported taking photographs of children playing as suspicions behavior,

I felt sad when I read about the police report in the local papers that parents reported an older man had been taking pictures of their children at play in a park. I have children and grandchildren. And, I love to photograph activities in our area for camera club activities and local publications. When I see children at play I see joy, fun, movement, and color. It would be wrong to assume people taking photos in public are bad people, just as it would be unfair to assume you are thinking bad things just by looking at you. If our freedom to take photographs of people who are not family members is taken away, where will the photographs of children for books and magazines and newspapers come from? Ask your parents to show you some of Norman Rockwell’s artwork. He painted pictures of children in everyday activities that made people smile and laugh. I understand that your parents called the police because they want to protect you. Maybe you could ask your parents how to recognize threatening behavior like someone you don’t know offering you candy or asking you to get in their car. The police did the right thing by saying it is not illegal to take photographs of you in public. I hope you someday will get interested in photography, and have the freedom to make photographs like Norman Rockwell’s art.

Remember the statue of the Girl in Daisy Dukes that was stolen from Reston a few years back.

It was one of many statues that was placed in and around Reston as part of an art project by this artist from Minnesota.

Several local newspapers featured a photo of the statue, so a lot of people in the local area were familiar with it.

So this asswipe one day was taking photographs of young girls in swimsuits at his local apartment complex pool.

One of the parents took issue with this and contacted the police. When the police responded, they told her the man wasn't breaking any laws, but that they would go talk to him. When they knocked on his door, he answered, and lo and behold, the police saw in plain sight behind him the missing statue.

They went and got a search warrant, and not only seized the statue (to return to its owner), but found dozens of stolen items from garages in his local area.

He went to jail.

P.S. Yes, Lewis Carroll would be serving a life sentence if were alive today for production of child pornography.

Why does something as simple as taking pictures get turned into such a huge fucking deal by everyone these days. FUCK you people frustrate the ever living shite out of me! It's a public place, I grew up in vienna in the 80s, very nice town. Men and women always were taking pictures of families so forth and so on in the parks. Just because some dude is old and taking pictures does not automatically make him a pervert. If he was in an ice cream truck and offering the kids candy to take their shirts off so he could photograph them then yes, we would have an issue.
