does anyone know why FCPS is using vans as school buses?

I noticed they are vans that says "SCHOOL STUDENTS" ANYONE KNOW WHY

If you have to ask you cannot afford to send your child to one of the numerous private schools that transport their students in comfortable, safe, economically efficient vehicles.
