Black Lines on wilmington Drive

Does anyone know what the black rope like things are for on wilmington Drive? They are closer to the Burke Lake road side.

Do they go to a metal box, probably chained up to a signpost?

If so, they're for a temporary traffic counter. VDOT does a traffic count on most roads at least once a year.
