Today I'm seeing mexicans dig up an area doing "water work".

But the only thing there is a street run-off drain installed several years ago.

It's the third time I've seen them use a crew and allot of equipment digging up the same spot.

Now remember where they're "repairing" (cough) is a few feet from a normal street run-off drain. There's absolutely nothing to repair. Also the drain has never failed even before it was installed (no water on road for any amount of rain).
