(obviously the state of maryland communicates with counties, and counties have always been communicating using phones and internet since the 1500's)

and your paying for it out of federal funds

MACo’s Legislative Committee voted to Re-Prioritizing Public Health at their own committee (which means it was never voted on by Maryland anyway)
