It is the Fairfax County Turf Task Force, probably calling to make sure you benefit from the turf fields and if you do, they ask you for a donation.

The police are no help unless the caller is actually threatening you. I got constant phone calls from some foreign guy demanding my cc number saying he'd "fixed my computer." He'd call several times late at night and the police didn't do anything. Ended up switching my number in the end.
