He's the Congressman from SAIC.

He was just a part-time mouthpiece for SAIC while serving at the Chairman for the board of supervisors in Fairfax county.

It was at that time, he had a little fender-bender during lunch. Rumor has it, a few cocktails were involved, but the FFX County police didn't arrest him.
