Thomas Jefferson was indeed a man of his times...the 18th century. Somehow, I don't think the founding fathers envisioned an army with these when they wrote about an armed population securing freedom from a tyrannical government. Your master plan is in serious need of an update.

Well, seeing as the Hippocratic oath starts out with:

I would venture to say, yes, physicians have more or less "abandoned" it. I base this conjecture on the general lack of temples to Apollo, Asclepius, and the like here in Northern Virginia; and on the fact that state Medical boards aren't too keen on medical students being indentured servants.

In complete secrecy and in hopes of warding off an impending collapse of the union that so much had been sacrificed for, the founders set down basic principles and then enabled them for their own times. A standing navy was fine with the founders, and they wanted it to include a landing capacity in order to storm beaches as that might become necessary, but they were pretty much all in their time against notions of a standing national army. This despite the fact that at the same time, Adam Smih had been pointing out that modern warfare had made maintenance of a standing army a necessity. The US came around to the idea in due time.

So let's bring back the draft and everyone can be a trained soldier.

And just like soldiers, their weapons and ammo will be kept under lock and key in an armory, and only issued for training, guard duty, or battle.
