http://en.wikipedia.org/wiki/Area_codes_571_and_703 -- this isn't brain surgery. It's an *overlay*. Nothing special about it. Not rare; dozens/hundreds of overlays across the country. And over a decade old. Slightly higher incidence of cell phones/new businesses simply due to greater availability of numbers in the new area code.
I hear they have telephones that don't need cords now, too -- you might want to read up on those, among other recent innovations.

Da DUMP bump. I like that one because it's SO obsolete: small child alone (yes, it happens, but unlikely); small child answering phone; no answering machine; and of course the old prefix mnemonic. For those who are too young, trust me, that was a thigh-slapper back in the day.
Oh, and I have a brother-in-law who remembers his phone number from when he was little -- '4'. VERY small town!
