Should Honda Accords be able to get Antique Automobile status and skip taxes and parts of VA Safety Inspection?

Keep in mind that there are two VA inspections:
emissions (old cars can forego this even without antique status: though really i'd say "fix it: you at least need a working cat", no, VA doesn't require that
safety: problems here cause HIGHWAY deaths (any small problem at that speed can quickly lead to real deaths: ie, a poorly fastened part falling off a car, holes in the passenger floor or vent system flooding passengers with toxic gas, etc; which sometimes smells sweet)
NOTE: Honda accord around 90's had air bad, fuel injection, catalytic converters, seat belts, collapsible steering column: they're MODERN cars. Antique vehicles are not held to safety standards (such as air bag working): and for other things the "owner takes responsibility not VA, for the inspection and for any incidents cause by owner's oversight of self inspection".
QUESTION: Why should any modern car, especially a kicker driven by someone not even from VA, NOT pass safety inspection like everyone else's car? And emissions to: why shouldn't they pass some level? They are not old chevy big blocks: they should pass or spend some money trying to get them to pass.
