So far I have driven past all of the cops with only me in the car and no tickets! Fuck paying for it, when I can leave it in HOV mode and ride for free!

I don't condone it- but I understand.
Having that car means he/she likely works for low wages- and can't afford to be late for work.
Sitting in traffic on 50/7/columbia pike/other ways into the city would take twice as long.
It's simple math- take ~500 trips a year going back and forth to work and only be caught violating once (if ever)- still cheaper than the $40 tolls each way for ONE DAY.
Plus if the have kids in daycare (assuming they live in Chantilly), and they get off work at 5, and it takes an hour to get back to Chantilly anyways, that saves them on late fees for that as well. Most daycares start charging late fees starting around 6-630pm. Been there, done that.
Clever. Just glad I am well off enough I can live walking distance to my job (I only drive if its raining hard/snowing/super cold out).
