While it's fun to think that the police department and county government have been illegally destroying guns, Virginia law requires that surrendered guns be sold only if something of value was given in exchange for them.
A quick cruise through the county code of ordinances at
http://library.municode.com/index.aspx?clientId=10051&stateId=46&stateName=Virginia reveals that no ordinance for any sort of "gun buy-back" program exists in Fairfax county.
If you just give a gun to the cops and don't get anything back, it looks like they can do anything they want to with it, including destroy it.
I'd be surprised if more than few dozen guns are surrendered to the FCPD in a year.
Finally, if you want to destroy a gun, a few well-placed whacks with a heavy sledgehammer is all you really need, especially for a mostly zinc and aluminum gun like a Phoenix. If you make a YouTube video of it you'll get all sorts of interesting responses.
