Federal agents are investigating whether a man in custody in West Virginia has a connection to a series of shocking high-profile murders that made residents of Alexandria, Va., afraid to open their own doors.

Charles S. Severance was arrested as a fugitive on a weapons charge around 2 p.m. Thursday at the Ohio County Library in Wheeling, W.Va.

He was wanted for possession of a firearm by a felon in Loudoun County, Va., according to a police document.

Several sources say investigators are questioning whether Severance has any connection to the deaths of three prominent community members in Alexandria. The killings span 10 years, but two occurred in the past four months.

Police said last week that the deaths could be the work of a single killer, saying the forensics on bullets used in last month's murder of music teacher Ruthanne Lodato (right) are similar to those used in the killing of Ron Kirby in November and of Nancy Dunning in 2003.

Lodato was fatally shot after answering the door of her home on Ridge Road Drive just after 11:30 a.m. Feb. 6. The balding, bearded man on her doorstep opened fire, killing Lodato, 59, and injuring her mother's caregiver.

The caregiver was able to give a description of the gunman to police, which formed the basis of a widely distributed sketch of the suspect.

All three murders have chilling similarities: They were daytime shootings, without forced entry, at the victims' homes.

Alexandria Police Chief Earl Cook said earlier this month that the bullets used in all three cases have the "same general rifling class and characteristics."

Cook said the gun used in all three slayings was a small-caliber weapon, but it was impossible to tell whether they all came from the same gun.

During a March 6 news conference, police announced that all three cases were to be investigated as a "series."

"We will stay on these cases," Cook said. "We have never given up."

Cook said no common motive had been established. He added the public should not assume the killer or killers live in Alexandria, because there was no evidence to indicate that.

At the press conference, Cook urged residents to remain vigilant and to not open their doors to strangers, something many residents had already been doing.

"People are afraid to open their doors," said R.C. Huffman with Executive Lock and Key shortly after Lodato's death.

One creative genius of this card game involves shuffling and dealing a deck of cards. Direction of text or image does not matter when shuffling or dealing cards. Simply shuffle and deal with the image or text of a card facing in any direction. This unique design expedites set up and decreases time between rounds. (Try to keep text of your cards hidden in your hand from other players until examination of common hand.)

Another creative genius of this card game involves the end-game. Like the notorious card game called Mental Disorder by www.mentaldisorder.com this infamous game also ends when a vanquished condition occurs. A vanquished condition exists when a player’s hand size is reduced to zero. This hapless fellow is the War on Terror Liar Loser loser and his embellished Obituary is to be authored and announced by the winner of the game. This peculiar, weird, and unique end-game design adequately reflects the always macabre state of public affairs on which it is based.

War on Terror Liar Loser is a card version of the well known and historic game called, Liar's dice. The mechanics of play is basically the same. Substitute cards for dice.

Set up game. Players start with three cards at beginning of game. Shuffle cards and deal. Each card identifies Loser or Winner in the upper left hand corner on a text side.

Players manipulate their "game changer" hand by discarding up to three cards in their hand and replacing them with an equivalent number of new cards from the deck or discard pile.

Formation of common hand is now complete. The common hand contains the collective difference of all Loser cards and Winner cards. Do not mix the common hand cards together. Keep individual "game changer" hands separate and text secret from other players until examination.

Quite possibly. He apparently lives on the same street as I do.

We're on a little circular road over in Ashburn Village, just off rt 7. Just moved here though and never met the guy. I saw the police all around his house Wednesday night but had no clue what was going on. Then I saw a reporter doing a story out front of it today and asked him what the situation was and he mentioned the arrest in WVA and that this guy was thought to be the suspect for the murders.

His place is literally a less than 5 minute drive across the way to Lansdowne so it absolutely could be possible. Supposedly neighbors said the guy bikes all around the area.

Crazy story.

I never thought I would agree with you, but this guy SEEMS TOO CONVENIENT. I hope they have some solid evidence on him.

One on one identifications are frowned on. They are too suggestive. If anything he may stand in a seven or eight man lineup of people who resemble him.

here's the third tie-in. Severance was a very angry attendee at public hearings in Alexandria about the HOT lanes on I-395. A lot of people in the Park Fairfax section of Alexandria were against widening 395 to build the HOT lanes because it brought the highway closer to their neighborhood, which backs onto 395. Severance lived in the Park Fairfax area of Alexandria before he moved out to Ashburn.

Ron Kirby, the second victim, was head of the DC Council of Governments' Transportation Committee, and often appeared at public hearings to face the public and explain transportation projects. Projects like the 395 HOT lanes.

I remembered him from the WJLA website where he posted in the comments section. He used to use the name mentaldisorder.com/loser (which is the url from his website), and his posts were crazy. Back then WJLA had a site like FFU, where you could type anything you wanted as your name. Later, WJLA brought in disqus for its comments section, and people had to create an account to post. He used the name "therapy", and he was recognized right away for his crazy writing style and content. Even more of a give-away was that the "therapy" user often included links to his mentaldisorder.com website. WJLA has since eliminated the comments section of their site because of rampant racism. A man wanted on a Loudoun County warrant was arrested Thursday in Wheeling, WV, and is being questioned by the FBI in relation to a series of high-profile homicides in Alexandria.

According to media reports in West Virginia and in Washington, Charles S. Severance, 53, was arrested by West Virginia State Police, Wheeling Police and federal agents around 2 p.m. Thursday at the Ohio County Library in Wheeling.

Severance is an Ashburn resident and law enforcement agencies executed a search warrant on his Gala Circle townhouse in Ashburn Village Wednesday night.

Following his arrest, he was turned over the FBI to determine whether he is connected to three unsolved killings that occurred last month and in 2003 in Alexandria, according to the reports.

He is being held on $100,000 bond in Wheeling.

The Loudoun County Sheriff's Office referred inquiries to the Alexandria Police Department, which issued a statement saying they are not calling Severance a suspect.

"Severance’s name was brought to the attention of the Alexandria Police Department during the routine analysis of crime tips," police said in a news release."The Alexandria Police Department has not charged Mr. Severance with any crime at this time. Detectives continue to follow up on the crime tip information; however, it is premature to name him as the only possible suspect in these investigations. The police department will only release information when it has been verified to be accurate."

Severance twice ran unsuccessfully for mayor in Alexandria, garnering 490 votes in 1996 and 379 votes in 2000, according to the State Board of Elections.

Severance does not have a court record in Loudoun County, but has faced criminal charges.

According to court records in Alleghany County, Md., he was charged with two counts each indecent exposure and disorderly conduct in June 2005. In September, 2003 he was charged with two counts each assault in second degree and sex offense in the fourth degree. In February 2004, he pleaded guilty to carrying a concealed weapon in Rockingham, Va, and was sentenced to 12 months in jail, but the entire sentence was suspended.

I would suspect that he knocked off a few others that he had an axe to grind with. Might be suspect for any number of unsolved murders.

he was getting even, they are all connected to one case and that is the case involving the loss of custody of his disabled child because the court sided with the hore girlfriend that is a druggie because Charlie was eccentric . he is not a mental case I know him. these deaths are tied to the people who had to do with this case. they are related to a sheriff and other officials that railroaded the man. he has now struck back. they are afraid because they know he planned this out for yrs and took great measure in tracking off the rail people related to the people in the child custody battle. there are more, anarchist who he trained with in WV who he came into contact with while living in Cumberland. they are ex convicts and such from the prisons who are paroled out into town. they are ex bikers, stoners, rednecks, hillbillies, who do target practice in wv where Charlie would go often with his ten guns. He always kept them under the back seat of his car. all anarchist and they are all capable of murder and in some way may have helped him out
