That's who they are trying to attract with "free" entry.

national parks are free to go in (note to fucking foreigners: you absolutely MUST leave after entering them)

national parks can charge a fee for conveniences like parking lots having water fountains and such nearby

it's not true that the gov "charges money for entering the parks"

Except for the 128 national parks that charge entrance fees.

Which, by the way were raised 25-125% by Obama, because he did not need Congressional approval to raise fees.
