Take a phone video, call the the non-emergency number, 703-691-2131, and report it only as a loud car. If you even hint that he's an illegal, the sanctuary mentality will kick in and your complaint will go nowhere.

Even IF they catch him, it's an equipment violation and he will probably ignore it and go right back to doing it anyways, they don't care as they have immunity in this sanctuary county!!!

He probably doesn't have a license or insurance too, so all we can do is wait until he hits someone (and runs) and leaves us taxpayers the bill....
