They haven't taken a decision yet.
However, given that it's already snowed a few inches and it's changed to freezing rain, I'd be very surprised if there wasn't at least a two-hour delay.
By 8:00 - 9:00 tomorrow morning it's supposed to be in the 40's, so conditions may well have improved enough by that time that school will open.

That makes sense, but middle schools will still start at 9:20 so buses will have to get on the road by 8:30 or so. It's going to be close.

That's exactly what they're going to do. Final decision by 6:15 a.m., per http://www.fcps.edu/news/emerg.shtml.
It's still going to be in the mid-30's at that time, so how effectively the roads are treated overnight will probably dictate whether or not they decide to switch from condition 3A (schools & offices open two hours late) to 5 (schools closed, offices open late).
