It isn't completely clear what the premises are in the OP. Are we to presuppose the non-drive is from local housing areas to the mall? If so, Reston Town Center has a lot of housing nearby. Ballston has the Ballston Common, which is mall-ish, and Clarendon has a sort of town center/strip mall of somewhat recent construction. If the starting point is to be a hotel, for out-of-owners here to see the monuments and do a little shopping, Pentagon City has a Ritz-Carlton in the mall, and Tyson's has a new hotel connected to the mall.
