Virginia's HOT lanes will open at end of month

ALEXANDRIA, Va. -- Get ready for the new 95 Express Lanes to begin in Northern Virginia. Virginia Gov. Terry McAuliffe announced the toll lanes will open to the general public on Monday, Dec. 29.

A new nine-mile segment from Stafford to Prince William County will open Sunday, Dec. 14. This includes all the new on and off ramps.

However, the entire 29-mile stretch will remain under HOV rules until Dec. 29.

Carpoolers and sluggers can ride the 95 Express Lanes for free, but they must purchase an E-ZPass Flex and switch it into "HOV ON" mode. No cash allowed. No toll booths.

People can purchase an E-ZPass Flex at Wegmans, Giant, AAA Mid-Atlantic, or E- ZPass service centers. You can also purchase it online.

If you travel without an E-ZPass, Transurban will search your plates and send you a bill in the mail. Under the First Time Forgiveness program, drivers can work with Transurban to get administrative fees waived.

If you have questions about an unpaid toll, you want to call Transurban and not E-ZPass. E-ZPass can help you fix a problem for the future, but cannot fix a past unpaid toll.

He's not wrong. "Open" is a poor choice of words by WTOP and by the project management.

The nine-mile southern extension of I-95's reversible lanes will open this Sunday, December 14, as will the new third lane running between the Prince William Parkway and the "Turkeycock" ramps located between Edsall Road and Duke Street. A new exit/entrance in Newington will also open, as will a few new slip ramps and flyovers between the reversible lanes and the general-purpose lanes.

But the tolling operations, and the requirement that you have an E-ZPass, won't take effect until December 29. Until then, the entire system will operate under the current rules (open to all traffic outside HOV hours, except trucks at the southern end due to the weigh station, with no tolls).

A better way for WTOP and the project management to phrase it would have been to say "high-occupancy/toll operations begin December 29."

What's the over/under on the first accident? I've got 8 hours after opening. Holy fuck, that first week of the 495 Express Lane openings 2 years ago was off the chain...I mean, people got kilt and junk.

I think the big and crucial difference between these and the Beltway lanes is that you have to exit to the left from the main lanes to access these, whereas on the Beltway the left lanes become the express lanes. People who fail to keep right except to pass find themselves in the lanes that will become the toll lanes and they react like idiots. (Seriously, if you swerve all over and risk accidents just to save a $1.50 toll, you shouldn't be driving.) The I-95 design is quite different and hopefully that will reduce issues.

But I have no doubt some people will be on autopilot and react at the last second like idiots and some of the usual media outlets will attempt to create a scandal out of it, and then the whole issue will disappear within a week once people get used to how it works.
