What's the deal with the speed bumps throughout Fairfax County?

So, you've got your basic subdivision neighborhood where the speed limit is posted at 25mph. Fine. No problem...there's kids and old people and junk...

And there's a lot of straight roads through these developments and over the years I'm sure the brown, savage illegal mud-people that have moved into the area like locusts drive their shitty, 1992 Camrys at speeds well over the posted limit.

So, then you have some perfectly well meaning citizens lobby to get speed bumps installed...fine...again, no problem...trying to keep things safe.

The issue is...Why do they install speed bumps such that if you drive AT the posted limit, it feels like you're going to tear off your undercarriage? Why do I have to drop BELOW the posted limit to traverse these speed bumps?

Communities install speed bumps to keep oeople from speeding, but there's another reason. When people start cutting through neighborhoods to shorten their commute, the extra traffic in general poses a safety hazard and noise nuisance. Communities install speed bumps to try to discourage cut through traffic.
