to catch fraudulent nigga teachers giving her black mass all A's when they can't read
that's what was (probably is) going on, that's why
a minimal and easy test to see teachers are actually doing anything of what they were legally supposed to be doing = for the grades they are giving
it's common knowlege in fx co and DC the teachers often gave out answer sheets a day before SOL becasue they hadn't been
and in some placed (was it DC?) they'd actually had the answers while taking SOL
some say, ie 60 min news, that some ethnic black colleges had been cheating the system, teaching liberal arts and handing out A's to the brotha's for degrees that in other schools they could have never gotten

when it came out it was not for preventing paying students from buying college classes
it was to insure that schools were not falsely grading
private colleges (WAY BEfore democrat facist takeover of schools) didn't want struggling students who couldn't pass simple tests. their school (ie, harvard) had a reputation to protect (today, that's a laugh) - and failing students counted against them - in an age people actually cared

today it is all different. fukcin foreigners given loans and teaching classes, stealing gov and grant money, and transmitting results to asia and europe

rich kids in NY are actaully tought the answers to harvard exams - in special rich schools only the rich can afford

it was illegal for gov to insist only gov had the right to certify work and private schools were already suing gov for pressing into offering engineering or medical programs competing with private ones, using tax money.
the best of work in town was mostly done by people who were apprenticed (this is the old tried system of the experience teaching the new: not some booksmart jerk who can't make it in the field jerking you around so you'll be in school longer paying his $$$$ gov paycheck)

1. Parents of students too stupid or with such bad learning habits that they can't pass them.
2. Teachers who feel threatened that standardized tests may expose their shitty teaching skills.
