A Virginia company is developing a radar gunlike device that would help police catch drivers as they text.

The technology works by detecting the telltale radio frequencies that emit from a vehicle when someone inside is using a cellphone...

Or a text coming in...

Or some alert...

Or one of multiple cars all with smartphones where it would be near impossible to determine which it was...

Etc...

I don't think that you can even determine SMS from other traffic by 'frequency' as they say. It all runs over the same frequency. Which also differs by providers. You'd have to sniff and filter the traffic. Which would just make it even harder if not illegal.
