You need to refine your statement to "fluctuations in regional temperature" Even though our regional temperature is cold as ho lee fuk, the global temperature is indeed rising. This rise in global temperature increases the atmospheric moisture which, in turn, creates more precipitation. The surface wind currents, from high to low pressure systems, dominate most of the upper level pressure systems. It's only a matter of time when cooling will dominate the globosphere.
