It could end up being big. Every time they start increasing the accumulation later in the forecast watch out!

I'm guessing 3 inches.

It looks like there will be ice starting around 4pm if the weather radar is correct.

Yep, you're right. Because of the drop in temperatures, the fact that most are still home on vacation, and the snow/ice mix I would plan on power outages throughout Northern VA.

This Afternoon
A chance of rain before 4pm, then a chance of rain and snow. Cloudy, with a high near 40. East wind around 7 mph. Chance of precipitation is 50%. Little or no snow accumulation expected.

Tonight
Rain and snow before 2am, then a chance of snow. Low around 18. Blustery, with a light and variable wind becoming northwest 19 to 24 mph after midnight. Winds could gust as high as 41 mph. Chance of precipitation is 80%. New snow accumulation of around an inch possible.

Friday
Sunny, with a high near 20. Wind chill values as low as zero. Windy, with a northwest wind 24 to 29 mph decreasing to 16 to 21 mph in the afternoon. Winds could gust as high as 46 mph.

Friday Night
Mostly clear, with a low around 7. Northwest wind 5 to 8 mph becoming calm in the evening.

Over where? It's coming down hard in Centreville and there's already close to 2" on the ground. This may be one of those that the so called experts botch the forecast on. Calling for 1-2" and we get 6-8".

Dominion power said they had only about 5,000 people without power out of 2 million. Most of that is due to wind related damage.

I'm betting they close the county schools or at least have a 2 hour delay.

In addition to Loudoun, the Muhammad University of Islam is closed, too -- due to a power outage.
