County stickers have to do with county-collected personal property taxes and are not related to the tags, which are state-issued with state-collected vehicle registration fees.

See this page for info on how to get the sticker:

and from the FAQ located at http://www.fairfaxcounty.gov/dta/vd_renew_faq.htm :

"If you are new to Fairfax County or purchase a new vehicle, you have 60 days from the date the vehicle was moved into the County to obtain and display a decal."

Fairfax County has not used County stickers for about the last 10 years.

The Fairfax pigs used to use old County stickers to pull you over in violation of your 4th Amendment rights.

I don't know if Fairfax has done it, but I've heard one area jurisdiction uses license plate readers to determine whether the car is registered for personal property taxes, as well as whether it is stolen or has outstanding tickets.

Also I believe when the car is registered for plates DMV notifies the local tax authority. If the car was purchased in or for another state, I believe you have something like 30 days to register it.
