Forrester Cops

So I come around down Forrester in the Cardinal Forrest area a lot because I visit a friend there often and recently I've seen cops posted up in every streets. I'm not even talking about cops just looking for some speeders, but my friend lives on a court which isn't a very busy area and I saw 2 cops in that same street with their lights on and a helicopter hovering around. On top of that, there's been a cop waiting on the top of every street like they are waiting for something or someone. Does anyone have an idea of what's going on?
