It is artificial turf (grass) for playing sports. Certain members of the school board (Kaufax, McElveen, Reed) are fixated on it, as well as Sharon Bulova of the Board of Supervisors.

Turf costs a small fortune to install and a larger fortune to maintain. This some touchdown/erotic fantasy of new school superintendent Karen Garza, newly arrived from Texas, where all they care about is football-they can't read or write though.
