How about Costco is paying for them to be there. The officers are working an private overtime assignment paid for by the members of Costco. As a Costco member I like the fact the manager hired the officers to be there.
I have no problem with the officers being paid by private businesses on their off hours. But how are the county/ taxpayers compensated for the wear and tear and fuel for the vehicles?
I haven't seen the officers at Costco, but last week I noticed a Alexandria officer at Foxchase shopping center just circling the small parking lot for the two hours I was there to eat.

The local Governments look at it as a plus for them. On duty officers do not have to respond to where the "off duty" officers are working private security. The off duty officers being paid by the shopping centers have to handle any police matters there. It frees up the on duty officers to deal with other calls in other places. And if a major event happens those off duty officers can be recalled to respond to the major event. It allows the local governments to have more officers working without having to pay them.
Hopefully, Costco will keep that price gap in place. A 44 cent price difference between them and the Sunoco is pretty good. Most Costco locations usually just have the gas priced approximately 5 cents less a gallon than the nearby stations.
It seems like most of the Sunoco stations - Fairfax West Ox road, and those around Centreville tend to price their gas a few cents above the competition.
It couldn't be drive-offs as, presumably (I don't patronize Costco or other lowest common denominator joints), one has to present one's membership card, therefore they know who you are, don't they?
My best guess it's to prevent fights among the filthy maggots vying to save a few cents a gallon.
If so, Costco is missing an opportunity. They could set up well-placed bleachers so folks that enjoy watching the fights could be charged admission. Maybe even add an instant replay system?
I enjoy watching the fights at that Express place on Keene Mill Rd but the viewing angles are not so good. Plus this Costco is closer to where I live.
It cant be driveoffs sine gas stations require you pay ahead of time with cash. You are correct its to prevent the riff raff from trading punches for a place in line to save a total of maybe five to ten bucks.

That seems like the right answer, sitting there and scanning plates. But you would think that a marked cruiser sitting with it's lightbar on would discourage those who have a reason to worry from coming near. Which might be the purpose too.

Sorry. I don't have the time to wait in lines that long to save a few dollars. People wait in these lines to save a few dollars and then drive off and go buy something they don't need and will never use or pay for an overpriced dinner. I don't understand the logic.
This is kind of a dumb observation, but notice that since they make everyone enter the gas station from the same side, the line for the people with their gas tank on the right side is much shorter.
Sadly, I just sold my car with the tank on the right side and now have one on the left. As a result, I will never get gas at Costco.
I just back the car in and pump from the side that is more convenient. The attendent will usually come over and complain and I always say that it is my first time coming here and I did not know
I can't believe VA doesn't have full service gas stations. I'm from NJ where I never had to get out of 2014 BMW M5 to do something as menial and peasant-like as pumping my own gas. I'm a very important, big time person and I can't be seen outside at a gas station with the other poor, smelly people.
