Is this a suspicious behavior that I should report to police?

I live on a cul de sac in a suburban neighborhood. On two days out of the seven days in the past week I noticed that around 8-10 a.m. there will be a car parked on the cul de sac street pavement in front of my house. It is not blocking my driveway, but it does not belong to any of my neighbors and its causing my wife and I a uneasy feeling. On the second day it happened I decided to walk out with my dog and investigate. As I walked over I see a 15-17 year old boy wearing a t shirt and shorts walk over to the car. I decided to try and strike up a conversation. "Hi, how's it going?" "Everything okay?"
The boy said to me "I'm just taking a walk." I told him "I know you've been doing this for two days." He then looked away from me and got into the car and drove away.

Third time it happened my wife and I were about to drive about to drive out of the cul de sac and take our son to court. The car was no longer there. But as we drove out I see the boy walking up the street towards our cul de sac. My wife rolled down the windows and striked a conversation with him. My wife said to him "Hi, how's it going. what are you doing?" The boy said "I'm just out for a walk, am I doing something wrong?" My wife said "Oh no sweetheart we're just wondering why you parked your car on our street and why do you always walk here?" The boy said "Well I like taking walks here in this neighborhood lots of hills, inclines, pavements, and sidewalks I can walk on." "I did not mean to frighten or cause any harm to anyone." My wife said "Oh no of course not, we just don't like it when people who aren't neighbors park in our cul de sac." "There's a park near here where you can park instead of in front of our house, do you live in this neighborhood?" The boy said "No I don't live in this neighborhood but I enjoy taking walks here, thank you for teling me about the nearby parks." My wife then asked him "So what's your name your?" the boy said "My name is **** *****." My wife said "Nice to meet you **** *****, sorry if this seems odd to you, we just are vigilant when we see people we don't recognize in our neighborhood." We drove off.

So far no robberies, break ins have happened before, during, or after our encounter with him.

Is this boy trying to case our homes in the cul de sac, should I report this, or is he just some innocent kid we may have jumped conclusions on?

Its good to be viligant, but I don't think putting a minor's name on here if true is a solid idea, and there's nothing illegal about being in a public area.

Take down the tagplate, call the police, and report it as suspicious. The first time they roll up to ask him questions - will spook the kid, and he won't return.

I take walks like that all the time for the change in scenery. I'm sure this teen is either telling the truth, or is parked their for drug-related reasons. Both of which should be of no concern to you, as it will not affect your daily life.

I will say that was one of the things I looked for in a house. It's very hard to get anywhere near my house without me knowing, and difficult to come up with an ostensible reason unless you're delivering my mail. I know this isn't practical for everyone but I take some delight how difficult it'd be to case my place.

seriously, OP - this is kinda what I was thinking too.

Kid is "hanging out" for summer vay-k. Leave him be if he aint hassling anybody.

If it makes you feel better, take a pic of the car, write down liecense plate, and document when he comes.
Then, IF something happens, you have all the info cops will need to handle the matter.
But, to red-light the kid when he's spoken to you respectfully, answered all yr questions, and had done NOT A THING to you or your community............................well, that's kinda being more an a-hole and less a concerned citizen, y'know?
Kid does have a RIGHT to be there if he's a county citizen. Our neighborhood streets are all public property (if you have those white numbers above your stop sign, it's a state-owned road).
All up to you.................but I'm just under the belief that if a kid you approach isnt being an asshole, and speaks to you in a respectful tone , leave him be.

That's funny, the last time I heard distribution and purchasing of pot WAS ILLEGAL IN THE FAIRFAX COUNTY.

Actually, most crooks are extremely polite and friendly. That's to keep you off guard so you won't report them. I would still at least have the police run the plates. It's suspicious to use that location instead of the community center. I'm sure the HOA or the Sub-Division developers would be happy by strangers parking in front of other people's houses. Granted its not a crime, but still something not to be taken for granted.

There is absolutely no evidence that this kid is involved with "distribution and purchasing of pot", except in your own delusional head.

Take down the tag number and give it to the cops if any trouble occurs in the neighborhood.

Community Center? um, that's an INVITE to get yr car towed if it's in the morning. Why would ANYBODY do that? You kinda only go to the center if you have SPECIFIC business there. I've never thought about going to a community center simply to park my car in my life.

HOA and developers could care LESS about strangers in yr neighborhood if they arent doing any damage to the community. IF THEY DID, IT WOULD BE A GATED COMMUNITY..................DUH!!!!

Community Center wouldn't tow your car, after all that's usually where the sales office is or one of their customer service stations. If the kid really is just walking, he wouldn't be there long enough to attract the attention to get his car towed.

For your original post, NO that guy was crazy and what he did was not reasonable. Hiding in the bush was a bad tactical move, you should have walked to a neighborhood , and yelled at him there so witnesses could see it happen. Fighting him would have gotten you in trouble for assault, you are not a coward for trying to avoid him, you did what a reasonable person would do, but hiding was not a smart move. You were hoping to ditch him and it failed.

For this scenario question, the street is public as long as this teen is not parking and blocking your driveway.

Now please move on and no more scenario and trivia questions. This is called trolling.

Let's hope and pray they aren't neighborhood watch. First thought is of that guy in Florida who was neighborhood watch who shot that poor kid because he was black and taking a walk.
