Manassas man charged with killing toddler indicted in 2003 slaying

A Manassas man charged with murdering his toddler son has now been indicted in the 2003 shooting death of his girlfriend.

A Prince William County grand jury on Monday indicted 41-year-old Joaquin Shadow Rams on a murder charge in the March 20, 2003 shooting death of Shawn K. Mason, who was found dead in her Manassas condo, according to the Associated Press.

The indictment comes after a special grand jury met in June to hear testimony in the Rams case. Prosecutors and police have said Rams was considered a suspect in Mason’s death. Investigators are also looking into the apparent suicide of Rams’ mother in 2008.

Rams faces a capital murder charge and a possible death sentence in the October 2012 slaying of his 15-month-old son, Prince McLeod Rams, according to court records. In Virginia, the murder of a child under 14 can be tried as capital murder.

A trial date for the capital murder charge has not yet been set.

Police said Prince drowned while on a court-ordered unsupervised visit with Rams, at his Manassas home, in October. Rams has said that his son died after a seizure.

According to a search warrant on file in Prince William Circuit Court, Prince was at his father’s house, at 9073 Landgreen St., on Oct. 20 when rescue workers were called and found the toddler “unresponsive and cold to the touch.”

The toddler was taken to Prince William Hospital and then to Fairfax Inova Hospital, where he was pronounced dead on Oct. 21, the court documents state.

Rams told police that he believed his son "was having a seizure" so he picked him up, "carried him to the bathtub, removed his clothing and diaper and put water on him."

The medical examiner found that Prince drowned and that he did not have a seizure that day, according to the search warrant affidavit.

The toddler’s mother has said that Rams killed their son after taking out a $500,000 life insurance policy on the boy.

Rams is being held without bond at the Prince William-Manassas regional jail.

Joaquin Shadow Rams, 40, is charged with first-degree murder.
