First, review "Guidelines for School Facilities in Virginia's Public Schools", which is a general guide to how the facilities in schools should be set up.

Second, review the Virginia Uniform Statewide Building code, which is available at

Note that the Virginia USBC generally is an amendment to the International Building Code (IBC), so you will need to have a copy of that document, as well. This is not free, so you will have to either buy a copy or use the copy in the City of Fairfax Regional Library.
Chapter 29 of the IBC 2000 states that educational facilities should have one water closet and lavatory for every 50 students. However, you need to refer to the 2009 edition of the IBC for current, correct information.
Once you've reviewed the code and have documentation of the violations, you should contact the Fairfax County Department of Code Compliance at 703-324-1300.
