There's just a few small problems with your fiction.
One, everyone who's friends with your supposed SNAP abuser is likely to be on public assistance, including SNAP benefits, themselves. Therefore they don't have the cash to pay for the misappropriated food.
Cash in such communities is conserved for things that cannot be bought with public assistance, such as paying rent, paying for electric power, and buying gasoline for their piece of shit hooptie (as well as things like cigarettes, alcohol, and narcotics, I admit).
Two, food is basically worthless once it's been sold by a supermarket or other retailer. No one is going to hand over cash for it. I've heard of instances where restaurants would buy cheese, for example, from food stamp recipients, but they were paying 10 cents on the dollar, not 50, and they got busted for doing it, which is how I know about it.
So, take your average food stamp recipient who gets $400 a month and divide it by ten and they wouldn't even make enough money to buy a carton of Newports.
The truth is that food stamp fraud is down to just 1 percent of the total amount spent on the program.* Now with $78 billion being spent on food stamps, that's still a hefty chunk of change, $780 million, and I am all in favor of busting anyone who does engage in this kind of fraud.
For example, they just indicted 3 guys in Ohio who stole $2 million from the program by allowing people to buy alcohol and cigarettes, as well as giving them cash. The 3 guys were pair of brothers and their buddy who owned 4 stores in the Cleveland area.** I am perfectly fine with those guys all going to prison for a while.
The truth is that 40% of the people who use food stamps work, but their jobs pay such shitty wages that they still can't manage to meet all their expenses, including being able to feed their children.
And the truth is that being poor in America sucks enough that these people don't need people like you finding out ways to make it suck even more.
If you want to have endless slums like Calcutta or Rio de Janerio or Mexico City full of people who are literally fucking starving to death because there's no social safety net, I invite you to go live there.
