Beltway Hot Lanes

Any thoughts on whether this will fix the traffic problems in Northern VA? Or just adding another super-highway with a (fee)toll attached.

Shortened the "Name" field of this post because it was causing formatting problems. Originally it was "I work close to home to avoid traffic in NOVA"

I do not see how the HOT lanes will solve the problem of bad congestion from
Virginia to Maryland on the I-495. The HOT northbound lanes ends just north
of Tysons Corner. All the cars on the HOT lanes will have to merge with the
cars already on the regular I-495 lanes. The combined traffic will continue
to face congestion while trying to cross the American Legion Bridge and all
the way to the I-495/I-270.

Why don't they just turn the entire I-495 Beltway into a double-decker
highway? (8 lanes on the upper deck going north and 8 lanes on the
lower deck going south)
